Short Title

Making amendments to behavioral sciences regulatory board licensing for certain professions.

Max Foster provided background information on the Behavioral Sciences Regulatory Board. Mr. Foster discussed the licensure requirements for applicants applying in the State of Kansas to operate in the state. He also provided the stipulations for reciprocity requirements for licensure (Attachment 1).

Mr. Foster fielded questions from the committee.

Representative Murnan provided testimony related to how the lack of social workers effect her area in regards to education and health clinics (Attachment 2).

Becky Fast provided supporting testimony regarding SB193. Her concern is that there will be a shortage of Social Workers due to retirement. The bill will remove some of the post graduate restrictions that create barriers (Attachment 3).

Kyle Kessler provide testimony in strong support of the bill due to the workforce shortage in the state especially in rural and remote areas (Attachment 4).

Rachel Marsh provide a unique perspective that in child welfare there is a lot of travel and makes getting hours in is difficult (Attachment 5).

Kathryn Worland provided testimony regarding support of SB193.She provided a review of her program. Her program does require dual licensure because they serve both Kansas and Missouri. An example was given of a child from Dodge City who needed treatment and moved to the Kansas City area thinking that they would be able to get better service (Attachment 6).

Ms. Worland fielded questions from the committee.

Christie Appelhanz provided a summary of her agency. They are losing people to other states. She feels this bill provides an answer to solving this issue (Attachment 7).
