Adam Siebers provided an overview on HB2116 stating the bill would allow taxpayers to attend Board of Tax Appeals proceedings by audio or video electronic communication.
Kathleen Smith stated the Board of Tax Appeals estimates HB2116 would require $132,446 from the State General Fund and 1.0 new FTE position.
Proponent:
Representative Wasinger, 111th District, testified on behalf of Representative Rhiley, 80th District, as a proponent for HB2116 stating audio or video conferencing would help deal with the Board's backlog of cases. Video conferencing would save money for constituents of mileage, motel expenses and meals but also increase their travel safety (Attachment 4), (Attachment 5),
Neutral:
Jay Hall, Kansas Association of Counties, testified as neutral to HB2116 stating the KAC would request an amendment to the bill to allow counties and county officials to appear via telephone or video conference (Attachment 6).
Opponent:
Sean Robertson, Saline County Appraiser, testified the County Appraisers Association is in opposition to HB2116. He noted the association understands the travel expense for the taxpayer and the county officials but the hearing occurs when there is no local resolution to the dispute. No written testimony was submitted.
