Staff explained the bill and answered questions. The Chairman recognized Michael Kotary as the first proponent. (Attachment1) According to Mr. Kotary the new license plate system created by the Division of Motor Vehicles created unintended consequences for rental car companies. He said the use of temporary tags in a rental car fleet is extremely difficult due to the amount of car movement to different locations. Mr. Kotary said passing SB97 and creating a separate rental fleet plate would benefit both the State of Kansas and the rental car companies. He said working directly with the Div. of Motor Vehicles and self-issuing the license plates would remove any strain put on the counties as the paperwork would be transmitted electronically to the state. He stood for questions.
The next proponent was Deann Williams. (Attachment 2) She said they had worked closely with Enterprise Car Rental and believe SB97 is a business friendly solution to an issue that was created as the Division of Vehicles moved to digital production of license plates. They believe the solution to the problem is to have a new plate type for rental car companies that register at least 250 in Kansas. They would maintain the inventory in Vehicle Services within the Division of Vehicles and would dedicate two staff to complete the registration process.
When all questions were answered, the Chairman asked if there were any other proponents, opponents or neutrals, there were none so the Chairman closed the hearing on SB97 and opened the hearing on SB63.
