Short Title

Chairperson Petersen opened the hearing on SB187.
Mr. Siebers briefed the Committee on the bill; he said the bill increases the fees on oversized and overweight vehicles.
Ms. Douglas provided testimony as a neutral conferee (Attachment 6) . She explained that when the Task Force compared Kansas fees with other states, the Task Force recommended raising the fees on oversized and overweight trucks, an increase that was last done ten years ago.
Proponent written-only testimony was provided by the following:
- Ed DeSoignie, Economic Lifelines (Attachment 7);
- Jacqueline Clark, Government Relations, Ash Grove Cement Company (Attachment 8);
- Scott Heidner, Executive Director, American Council of Engineering Companies of Kansas (Attachment 9).
Tom Whitaker, Executive Director, Kansas Motor Carriers Association, spoke as an opponent to the bill (Attachment 10). He explained that there are currently four special permits issued. Regarding the Superload and Large-Structure permits, Mr. Whitaker offered a compromise fee schedule. He recommended that the pilot-car regulation require more than a simple registration; he suggested adding a training and certification requirement. He also recommended that the $25 hay-hauler fee remain at its current level, and he explained that the triple-trailer permit is applicable only from Goodland to the Colorado line. Responding to a question, he estimated that the increased fees would result in $2.5 of additional revenue.
Martha Neu Smith, Executive Director, Kansas Manufactured Housing Association, provided written-only testimony in opposition to the bill (Attachment 11).
