The Chair opened the hearing on HB2007.
Mr. Siebers briefed the Committee on the bill; he said the bill creates six new license plates specifying the various branches of military service to be provided without any fee or sponsorship. The plates will be available for military veterans with an honorable discharge and those currently serving in the military. He distributed a proposed balloon amendment, which included additional entities (Attachment 5).
A question was raised regarding the different levels for general discharge. Deann Williams, Deputy Director, Division of Vehicles, Kansas Department of Revenue, replied that a plate will be issued to a veteran who presents his honorable discharge papers. A member expressed concern that the bill, by being vague about a general discharge, diluted the importance of serving in the military.
The Chair, noting that there were neither proponents, opponents, nor neutral conferees, closed the hearing.
