Chairman Waymaster opened the hearing on the bill.
John Hess, Legislative Research Department, provided a briefing on the bill. He stated that the bill makes a $630,000 appropriation from the State Institution Building Fund to the Kansas State School for the Deaf for FY 2020. The agency request for FY 2020 was $903,000 to fund the full renovation of the Roth Auditorium, attributable to repairs to the HVAC system, upgrades to the electrical system and to address ADA compliance issues. The Governor's recommendation included $273,000 in FY 2020, for the repairs to the HVAC system and the remaining funds, from the $630,000, would go towards additional upgrades to the auditorium in FY 2021.

In response to questions from committee members, he reviewed the architect's recommendations for the auditorium repairs. The school is self-insured. A detailed listing of the cost for the repairs and upgrades will be forthcoming, he stated.
