The Chair called the Committee to work SB49.
Representative Karleskint moved to favorably pass SB49. Representative Schreiber seconded the motion.
The Chair opened debate on SB49 and presented an amendment. (Attachment 1) He asked Mr Hamilton to explained the amendment to the Committee.
There were numerous questions and comments on the amendment from the Committee concerning County Treasurer's appraisal process on the facilities; payments already being made in lieu of tax; economic impact provided; inconsistent mil levies between counties; increasing fees; taxing federal land; and double taxation. There were also comments suggesting the amendment created more unknowns and confusion.
Responding to a direct questions asking who proposed the amendment, the Chair stated that Representative Corbet, an opponent during the Hearing on SB49, made the request.
Representative Highland moved to amend the language in SB49 using the Highland Amendment. Representative Smith seconded the motion. The motion to amend failed on a voice vote.
Discussion on the bill continued concerning the removal of the cap; oversight by the Commission; competition with local businesses; and allowing supply and demand.
Representative Karleskint renewed his motion to favorably pass SB49. Representative Schreiber seconded the motion. The motion passed on a voice vote. Representative Jacobs voted No and requested his vote be recorded.
The Chair briefed the Committee on the status on the industrial hemp bill.
The Chair Highland adjourned the meeting at 4:29pm.
