Short Title
Regulating the operation of electric-assisted scooters on roads and highways.

Chairperson Petersen opened the hearing on HB2126. Revisor Adam Siebers explained that the bill permits cities or counties to adopt ordinances prohibiting an e-scooter usage on roadways. A new definition of e-scooter eliminates the requirement of registration of the vehicle; a fine of $45 for unlawful operation is included in the amended bill.
Chardae Caine, Research Associate, League of Kansas Municipalities, spoke as a proponent of HB2126. Her comments included the proliferation of electric-assisted scooters being operated in communities on the Kansas/Missouri border roadways. Ms. Caine said the current definition of motor vehicles as defined in K.S.A.8-1437 shows potential confusion for operation of electric-assisted vehicles on public roadways and streets. Expressing safety concerns for Kansas citizens, she recommended the adoption of HB2126 (Attachment 3).
