Short Title
Requiring the state corporation commission to study electric rates and consider certain factors in establishing just and reasonable electric rates.

Chairman Masterson called the meeting to order. He stated that he was going to bring up SB69. His plan is to amend the bill with a balloon. Because the amendment is so extensive the motion will be to create a substitute bill.
Staff explained the technical aspects of the bill.(Attachment 1) He answered questions from members.
Chairman Masterson said the balloon is so we have maximized transparency of every change that was made to language. The Substitute will be a clean bill.
Chairman Masterson asked for a motion to amend SB69 with balloon and create a substitute bill.
Senator Wilborn made a motion to move the amendment, Senator Petersen seconded the motion, the motion passed with leeway for technical cleanup.
Senator Petersen made a motion to move to registry, Senator Lynn seconded the motion, the motion passed.
The next meeting is Monday March 11, 2019 to finish discussion on Substitute for SB69 and possible final action.
A clean draft will be available by end of the day.
