Vice Chairman Billinger opened the hearing on the bill and called for a Revisor of Statutes overview of the bill. Eileen Ma provided the overview.
Vice Chairman Billinger called for proponent testimony.
Proponent Lt. Col. S. Sojka provided an overview of the Department of Defense (and other entities) federally funded STARBASE program. He explained that passing this bill would in effect free up resources for more productive classroom activities.

In response to questions and comments from the committee the presenters made the following points:
- The change proposed by the bill would probably only affect a few individuals and would most likely not provide a significant impact on any agency.
- The penalty for unexempted KPERS employees who return to work too soon represents a disincentive for experienced and knowledgeable people to stay involved with a state government career.
- Data was requested on the magnitude of KPERS members that might face a similar problem. The Vice Chairman made a request to Alan Conroy to supply data to the committee to quantify the potential problem.
Seeing no more testimony or questions from the committee, Vice Chairman Billinger closed the hearing on the bill.
