Chairperson Barker opened the hearing on HB2326. Kyle Hamilton, Revisor, provided an overview of the bill (Attachment 1). Questions were asked by Chairperson Barker and Representative Stogsdill.
Chairperson Barker recognized C.W. Klebe, Assistant Attorney General, as a proponent of HB2326 (Attachment 2). He stated this bill contains language the Attorney General's Office had requested in 2017. Questions were asked by Chairperson Barker and Representatives Carpenter, Clayton, Ruiz, Awerkamp, and Kessinger.
Chairperson Barker recognized Jason Watkins who testified as a proponent (Attachment 3). The Kansas State Rifle Association conditionally supports this bill. They would urge the Committee to amend the bill with language that would allow Kansas citizens ages 18, 19 and 20 to acquire a concealed carry permit since this bill allows out-of-state individuals in that age group who have concealed carry permits from other states to carry concealed firearms in Kansas. Representative Stogsdill made some comments.
Chairperson Barker asked if there were any further proponents. There were none.
Chairperson Barker recognized Margaret Kramar as an opponent to HB2326 (Attachment 4). She is opposed to the bill because she believes it will lead to more gun violence. Questions were asked by Representatives Ruiz and Carpenter.
Chairperson Barker called upon Lene Brooke, who testified in opposition to HB2326 (Attachment 5). She stated that this bill is a dangerous piece of legislation that would further roll back Kansas' gun laws by forcing the state to recognize out-of-state permits even for those ineligible for Kansas permits.
Tracy Meredith was recognized by Chairperson Barker who testified in opposition to HB2326 (Attachment 6). She stated that her family was in a Costco store in 2017 when a shooting occurred. Her children were exposed again to gun violence when their school was put on lockdown last week due to an active shooter. She urged the Committee to oppose this bill. Representative Carpenter had a question.
Mary Snipes testified as an opponent of HB2326 (Attachment 7). She stated that this bill allows individuals from other states to carry a concealed handgun in Kansas whether or not they are qualified to do so by Kansas standards for concealed carry.
Chairperson Barker recognized Mary Lemon as an opponent to HB2326 (Attachment 8). She urged the Committee to vote against HB2326. Questions were asked by Representatives Clayton, Awerkamp, Ruiz, Stogsdill, and Carpenter.
Chairperson Barker directed the Committee's attention to the written opposition testimony of Rabbi Moti Rieber, of Kansas InterFaith Action (Attachment 9); Christine Rossi (Attachment 10); and Leslie Eakes (Attachment 11).
Seeing that there were no further conferees, Chairperson Barker closed the hearing on HB2326.
