Chairperson Barker opened the hearing on HB2378. Jason Long, Revisor, provided an overview on the bill (Attachment 1). Questions were asked by Representatives Humphries and Stogsdill.
Chairperson Barker recognized Jason Watkins as a proponent of HB2378 (Attachment 2). He stated that the Kansas State Rifle Association stands in favor of this bill. People should not have to give up their right to protect themselves with a firearm in order to live in government-assisted housing. There are states that have allowed landlords to prohibit gun ownership in public subsidized housing when there are no laws prohibiting those types of prohibitions. HB2378 would prevent that from happening in Kansas. Questions were asked by Representatives Highberger and Woodard.
Chairperson Barker directed the Committee's attention to the written proponent testimony of Travis Couture-Lovelady of the National Rifle Association (Attachment 3).
Chairperson Barker asked if there were any opponents to HB2378. Seeing none, he directed the Committee's attention to the written testimony of Megan Jones in opposition to HB2378 (Attachment 4).
After seeing there were no neutral conferees, Chairperson Barker closed the hearing on HB2378.
