Chairperson Kerschen continued final action on SB152.
Tamera Lawrence from the Revisor of Statutes Office reviewed the bill.
At yesterday's committee meeting the Department of Health and Environment was asked what impact this bill would have on the General Fund. Jaime Gaggero told the committee today that the impact would be a reduction of $47,000.
Senator Francisco then proposed a balloon amendment to the bill.(Attachment 1)
Tamera Lawrence with the Revisor of Statutes office explained the balloon amendment. Basically it would set caps on fees included in the bill to go to the Water Management Fund.
Senator Francisco moved and Senator Taylor seconded to adopt the proposed balloon amendment. Motion carried.
There was discussion on the clarity of the language in the balloon amendment and it was felt by some committee members that a few changes in the amendment were needed to address this issue. Senator Pyle asked the Revisor if a quorum was needed to vote on any changes to the amendment. Tamera Lawrence answered that a quorum was necessary to vote on anything. Senator Pyle then left the meeting and there was no quorum.
Chairperson Kerschen suspended final action on SB152 until there was a quorum.
