Natalie Scott gave an overview of HB2047.
Representative Delperdang had questions and comments.
Executive Director Scott Schultz testified in support of HB2047 on behalf of the Kansas Sentencing Commission. Director Schultz stated this bill was introduced by the Commission to address prison population by lowering drug sentences for simple possession crimes so that valuable bed space may be reserved for more violent offenders. (Attachment 8)
Representatives Smith, Delperdang, and Jennings had questions and comments.
Ed Klumpp testified in support of HB2047 on behalf of the Kansas Association of Chiefs of Police, Kansas Sheriffs Association, and Kansas Peace Officers Association. Mr. Klumpp communicated that it seems to be counter intuitive to reduce these sentences for person who have been convicted of new drug crimes when the offender has a history of violent person crimes. (Attachment 9)
