Chairperson Kerschen opened the hearing on HB2001.
Tamera Lawrence of the Revisor of Statutes Office distributed a memorandum concerning the bill which she explained.(Attachment 3)
Randy Stookey testified in support of the bill. The bill seeks to amend the agricultural and specialty chemical remediation act which created the remediation reimbursement program and remediation fund to allow for financial reimbursement to eligible persons for expenses incurred during the performance of agricultural chemical remediation. The changes to the bill would equally reimburse agricultural chemical sites and fertilizer sites and extend the sunset of the program from July 1, 2020 to July 1, 2030.(Attachment 4)
Shahira Stafford spoke in support of the bill. She pointed out that this bill does three things that will benefit the remediation program. First , it extends the sunset of the program from July, 2020 to July 1, 2030. Next, it reduces the maximum fund balance from $5 million to $ 3 million. Finally, it adjusts the fee schedule to correctly assess the segments of the industry receiving the benefits of the program.(Attachment 5)
Bob Jurgens with the Kansas Department of Health and Environment provided written testimony in support of the bill.(Attachment 6)
Chairperson Kerschen closed the hearing on HB2001.
Chairperson Kerschen told the committee of his intent to work SB49 and HB2001. Senator Berg moved and Senator McGinn seconded a motion to work both bills during the meeting. Motion was approved.
