Chairperson Hineman opened the hearing on HB2366. Eileen Ma provided an overview of the bill and responded to questions from committee members (Attachment 1).
Randy Braddock testified in support of the bill. Mr. Braddock talked about the many challenges facing rural Emergency Medical Services (EMS), which include reimbursement, recruitment of paid and volunteer emergency medical technicians, and retention. He stated rural EMS systems face unique challenges in low population density areas and low-call volumes (Attachment 2).
Joseph House testified as an opponent of the bill. Mr. House stated the concerns and issues the Kansas Emergency Medical Services Association (KEMSA) have with HB2366 definition of "stabilized transfer", reimbursement, limiting to rural areas, and apparatus operator training (Attachment 3).
Dave Johnston testified as an opponent of the bill. He stated the proposed legislation represented a good faith effort to address isolated incidents, but could have far reaching consequences to the patients served by Kansas EMS agencies (Attachment 4).
Written testimony opposing the bill was submitted by Rosa Spainhour, Director Kiowa County Emergency Medical Services (Attachment 5).
There being no other conferees, Chairperson Hineman closed the hearing on HB2366.
