Chair Kelly opened the hearing on HB 2139, recognized David Wiese, Assistant Revisor of Statutes, who briefed the committee on HB 2139. (Attachment 5) A question and answer period followed.
Informational - Chair Kelly recognized Alan D. Conroy, Executive Director, KPERS, who provided information on the benefit cap history, actuarial costs, and potential effects of HB 2139 to the committee. (Attachment 6) A question and answer period followed.
Proponents - Chair Kelly informed the committee that Sheriff Jeffrey Easter, Sedgwick County and Legislative Chair for the Kansas Sheriff's Association, was scheduled to provide supporting testimony on HB 2139, but was unable to attend because of the snow conditions, and then recognized a substitute, Ed Klumpp Legislative Liaison, Kansas Sheriffs Association, who provided supporting testimony. Sheriff Easter testimony was included in the minutes. (Attachment 7) A question and answered period followed.
