Mr. Siebers reviewed the provisions of the bill, which specify a driver's accident-prevention course of at least four hours and authorizes any state or federal agency to approve the course, after which time a driver may receive a discount on auto insurance.
Senator Hilderbrand testified as a proponent. He said the time reduction required for the course will be an incentive for more individuals to take it. (Attachment 3).
Mary Tritsch, AARP Kansas, testified in support of the bill (Attachment 4). She explained that Kansas still requires an eight-hour course; the bill will increase participation and make safer drivers. She recommended two amendments: Strike "the national safety council or a governmental state or federal agency such as the State Board of Education," and insert language approved by "a state agency such as the Kansas Department of Insurance." (lines 15-16)
Travis Lowe, AAA Kansas, also spoke as a proponent (Attachment 5). He noted that AAA would prefer a six-hour minimum, but the agency will support the present four-hour requirement. He suggested two modifications in the bill so that no specific curriculum or nationally-recognized safety organization is mentioned but that a nationally recognized driver training curriculum or a curriculum approved by a state or federal agency is utilized.
