(Attachment)Chairman Sutton called the meeting to order at 3:30 p.m. Chairman Sutton asked to have the minutes approved for February 14, 2019. Representative Carpenter made the motion to approve the minutes and Representative Dove seconded, motion passed.
Chairman Sutton opened the hearing on HB2092. The staff handed out a sheet on Voter Registration(Attachment1). Revisor Heim gave an overview of HB2092. The following people gave proponent testimony, Representative Gail Finney said the bill will give more flexibility to the voters(Attachment2).
Senator Oletha Faust-Goudeau told the committee the bill will improve citizen participation in democracy(Attachment3).
ACLU Kansas policy director, Letitia Harmon stated their members and volunteer base strongly support implementing election-day registration in Kansas(Attachment4).
The next testimony was from Jamie Shew who told the committee that in Douglas County the majority of uncounted provisional ballots are due to voter registration(Attachment5).
Cille King testified that election day registration benefits all political parties and could increase Kansas turnout by 10-12%(Attachment6).
Luis Estrada said this bill will help many of the people with multiple or demanding or multiple jobs, family responsibilities(Attachment 7) .
Davis Hammet testified HB2092 is an important and patriotic measure to protect the foundational right of our democratic republic(Attachment8).
The last testimony was given by Representative Jeff Pittman looking at 17 states that have already enacted election day registration, voter turnout has increased between 3 and 14%(Attachment9).
