Chairperson Suellentrop opened the hearing on SB122. Scott Abbott,Staff Revisor gave an overview of SB122.
Senator Baumgardner testified as a proponent of SB122. She stated that it is an effort to provide some consistency for children in Foster Care, Foster Care parents, DCF and their contractors. Once a child enters Foster Care, a money-follows-the child model would be employed for their education, housing, transportation, food, and health services. In the manner of a "pilot program", SB122 would cascade in implementation for the next three years; in USD 501 in 2020, USD 259 in 2021, and USD 500 in 2022. (Attachment 1)
Senator Baumgardner answered questions from the committee.
Secretary Laura Howard presented neutral testimony on behalf of DCF and the Kansas Department of Health and Environment. She said that while the objective of this bill appears to be well-intentioned, there are likely to be unintended consequences related to its passage such as federal regulations regarding the Managed Care Organizations; regulations regarding youth who are of Native American descent; as well as administrative consequences of implementing it.
