Staff explained the bill. Chairman Proehl recognized Senator Larry Alley. (Attachment 6) Senator Alley said Strother Field, located on US Highway 77 between Winfield and Arkansas City is named after Captain Donald R. Strother of Winfield who was the first Cowley County Army Air Corps pilot to lose his life in action in WWII. He said Captain Strother was awarded the Distinguished Service Cross and the Order of the Purple Heart by General Douglas MacArthur. After all questions were answered the Chairman asked if there were other proponents, neutrals or opponents. There were none so the Chairman closed the hearing on HB2247 and opened the hearing on HB2248.
