Staff explained the bill and answered questions. The Chairman recognized Lee Ann Phelps as the first proponent. (Attachment 5) According to Ms. Phelps, this bill was proposed by the Division of Vehicles after implementation of digital license plate production, which is designed to reduce the requirements for a distinctive license plate. After all questions were answered the Chairman asked if there were any other proponents, neutrals or opponents. There were none so the Chairman closed the hearing on HB2246 and opened the hearing on HB2247.
