Chairperson McGinn opened the hearing on SB 2. Scott Abbott provided an overview of the bill. (Attachment 5)
Senator Jim Denning spoke as a proponent of the bill. The Federal Medical Assistance Percentage (FMAP) changes every year and can cause major funding adjustments to occur with the State General Fund. A stabilization fund would smooth out large swings to the SGF. There is a possibility of funding from a lawsuit that could be used as seed money for the stabilization fund. Senator Denning responded to questions from Committee members. (Attachment 6)
Chad Austin, Kansas Hospital Association, testified in support of the bill as the fund would provide some cushion to help stabilize funding and protect reimbursement rates for Kansas Medicaid providers. (Attachment 7)
