Short Title

Mr. Siebers provided an overview on HB2134 stating the bill provides a sales tax exemption for purchases made by a nonprofit integrated community care organization. The changes are found on Page 11 of the bill noting the first section of the bill provides the definition of the Kansas Retailers Sales Tax Act and the second provision provides for sales tax exemption of purchases made by a nonprofit integrated community care organization.
Kathleen Smith, Kansas Department of Revenue stated the fiscal impact of HB2134 would be an estimated decrease in state revenue of $257,000 in FY2020 which would include $215,500 to the State General Fund and an estimated decrease of $41,500 to the State Highway Fund. She noted there would also be a decrease in the local sales tax revenues.
Karren Weichert, CEO,Midland Care Connection, Inc., testified in support of HB2134 noting their services include hospice inpatient care, adult day care, home health and home support services, home delivered meals to low income seniors, limited housing, and clinic and rehabilitative services. She stated the impact to the state would be less than $275,000 but the impact to their patients and families would mean 1,617 more days of hospice care; fifty-five months of care for PACE participants; or 55,000 more home delivered meals (Attachment 7).
