Staff briefed the Committee on this bill. The Chairman recognized Tom Whitaker. Mr. Whitaker gave the Committee some background information leading to this bill.(Attachment 13) He said the purpose of this bill was to eliminate vehicle marking requirements for trucks or truck tractors registered for a gross weight of more than 12,000 pounds from KSA 8-143e. He said Kansas was the only state in the lower 48 states to require these markings - all other states require compliance with the Federal Motor Carrier Safety Administration rules pertaining to display of the motor carriers name and U.S. DOT number. Mr. Whitaker said currently the Kansas Corporation Commission has adopted the FMCSA rules pertaining to vehicle markings.
After all questions were answered Chairman Proehl asked if there were any other proponents, neutrals or opponents to this bill. There were none so the Chairman closed the hearing on HB2127 and called for Final Action on HB2087.
