Changing certain registration and title fees on vehicles and disposition of funds.

Staff explained the bill and answered questions. Chairman Proehl recognized Steve Kearney as the first proponent.(Attachment 1) Mr. Kearney talked about the committee made up of members of KCTA, Senate and House Transportation Committees, and the Kansas Department of Revenue and how they worked together to come up with House Bill 2180. He said HB2180 is not a tax increase but establishes a flat fee for service structure for motor vehicle transactions. Mr. Kearney provided a handout which detailed much of the information he was discussing. (Attachment 2)
The second proponent was Shilo Heger. She said currently the motor vehicle structure is very complicated and has been pieced together over the years. She said this bill will eliminate the individual fees and will charge a flat $10.00 county service fee. (Attachment 3)
Thomas G. Franzen was the next proponent. He said Johnson County fully supports HB2180 for two reasons. One, the bill offers much needed fee revenue to support motor vehicle titling and registration services at the local level; and two, the bill simplifies the revenue model at the local level and provides transparency as to what each governmental entity receives.(Attachment 4)
Joe Grisolano was the next proponent. (Attachment 5) He said under current laws the fee structure is complicated, hard to explain and not transparent but HB2180 removes all the hidden fees and replaces them with one $10.00 fee which the county will retain to support all motor vehicle services.
The next proponent was Nancy Clubine. (Attachment 6) She said over the years many new programs and changes have been implemented. She said in her county the County Commissioners do not supplement the operating fund for the motor vehicle office. She said the fees that counties currently retain are not enough to over the costs of running the office.

The Chairman then drew the Committee's attention to neutral testimony provided by Deann Williams, Deputy Director, Division of Vehicles, KDOR. (Attachment 11)
Chairman Proehl asked if there were any other proponents, neutrals or opponents. There were none so after all questions were answered he closed the hearing on HB2180.
