Chairman Proehl recognized Chardae Caine as the proponent for this bill. (Attachment 2) Ms. Caine said currently Kansas statutes do not have a clear definition to describe electric-assisted scooters and HB2126 would provide a definition for the non-highway vehicle and would establish a $75 fine for unlawful operation of an electric-assisted scooter. She said local officials can assess the proper safety regulations needed to protect riders as well as pedestrians and other motor vehicles based on local traffic concerns and citizen needs. After all questions were answered the Chairman asked if there were other proponents, neutrals or opponents. There were not.
The Chairman drew the Committee's attention to written testimony submitted in support of HB2126 by:
