Motion to adopt balloon amendment failed by voice vote. Motion recommend favorably by Senator Vic Miller, seconded by Senator David Haley, motion withdrawn by maker and second. Motion to recomend favorably and place on consent calendar by Senator Mike Petersen, seconded by Senator Elaine Bowers, motion passed by voice vote.
