Staff explained the bill to Members. Chairman Proehl recognized Representative Sutton as the proponent for this bill. (Attachment 9) Representative Sutton briefed the Committee on the background of the Knights of Columbus, including their purpose. According to Representative Sutton there are 260 Knights councils in Kansas with a membership of over 38,000 across the state. Representative Sutton told the Members about the success of a couple of their programs. He said the annual "Tootsie Roll Program" raised over $364,000 last year to help people with intellectual disabilities. He also mentioned the "Pennies from Heaven Program" which gives financial assistance for clothing, food or shelter to families, whose homes are destroyed by fire or other natural disasters. He feels this distinctive license plate will help spread awareness of how many Knights there are in Kansas and possibly encourage others to become Knights.
The Chairman drew the Committee's attention to written testimony submitted in support of HB2117 by Clyde Weber, Executive Director, Kansas Catholic Conference. (Attachment 10)
After all questions were answered Chairman Proehl asked if there were any other proponents, neutrals or opponents. There were none so the Chairman closed the hearing on HB2117 and opened the hearing on HB2125.
