Chairperson Suellentrop opened the hearing on SB61.
Scott Abbott, Staff Revisor, gave an overview of the bill. He took questions from the committee.
Scott McKenzie, testified as a proponent. The passage of SB61 will address an issue created by amendments passed in 2014 which prevented Doctors of Podiatric Medicine who had completed a 24 month residency prior to 2007 and who were board certified could no longer perform rear foot/ankle procedures in Kansas. This primarily was an issue in the metro Kansas City area where most practicing Doctors of Podiatric Medicine are licensed in both Kansas and Missouri. (Attachment 1)
He took questions from the committee.
Rachelle Colombo in her neutral testimony stated that the purpose of SB61 is to "grandfather" in podiatrists who are otherwise qualified to perform this procedure but cannot because three year residencies were not the standard until 2007. She noted that a date error in her testimony needs to read 2014 not 2011. (Attachment 2)
No opponent testimony was submitted.

Chairperson Suellentrop called attention to the distribution of a memo to committee members which is a follow-up to the presentation on South Central Kansas Community Collaborative on Mental Health and Substance Abuse Treatment Reform on January 29, 2019. (Attachment 3)
Chairperson Suellentrop adjourned the meeting at 9:45 a.m. The next scheduled meeting is February 12, 2019.
