Chairperson Bowers opened the hearing on SB59. Mike Heim, staff revisor, presented a briefing on the bill. After questions by the Committee were addressed, the hearing continued.
Eric Magette testified in support of SB59. Mr. Magette's testimony indicated the bill allows the Eudora Township and the City of Eudora via a joint resolution to form a district library so the governance and the funding is clarified allowing them to continue to offer the services that their community has come to rely on. (Attachment 2)
Branden Boyd testified in support of SB59 as a representative of the Eudora Township Board. Mr. Boyd indicated they were approached by the City and the Library Board and they're 100 percent behind them. (Attachment 3)
Barack Matite testified in support of SB59 indicating this is a local issue that is a result of the City of Eudora becoming a city of the second class. Mr. Matite explained there is no existing statute that can address the situation in Eudora and allow them to proceed as they've always done. (Attachment 4)
Kurt von Achen testified in support of SB59 stating the library has been a vital part of their community for 50 years. Mr. von Achen indicated a library is a cultural and educational institution that every community should have. (Attachment 5)
