A preview of the Provisions of HB2037, establishing the veterans benefit lottery game fund and disposition of profits to veterans’ service organizations, was given by Assistant Revisor Jenna Moyer. (Attachment 1) Representative Pittman urged the committee to pass HB2037 which sets an agreed upon amount that will grow by a set percentage each year, allowing recipient veterans’ organizations to budget more efficiently and permits the Lottery to design its ticket offerings to maximize success. (Attachment 2)
Gregg Burden, Director of the Kansas Commission on Veterans Affairs Office, KCVAO, gave testimony to the importance of this bill to the KCVAO and the Kansas National Guard by providing funding stability, by eliminating the initial proviso and by making the funding source permanent. Predictable, stable, and transparent funding from this bill will result in an improvement of the services and safety of our veterans. (Attachment 3
Lt Col Dana Graf from the Adjutant General’s Department, addressed the committee in support of the passing of this bill to provide continued funding of the State Tuition Assistance Program that brought the Kansas National Guard educational veterans benefits in line with the benefits Guardsmen earn in surrounding states, and will aide in recruiting and improving manpower strength. (Attachment 4)
At the conclusion of testimony, Several Representative requested input from Kansas Lottery. A motion to keep the hearing opened on HB2037 to at least Tuesday, Feb 12 was made by Representative Pittman and seconded by Representative Phillips. Motion carried..
