Chairperson Vickrey opened the hearing for HB 2057
Revisor Ma briefed the members on the bill (Attachment11).
Sunee Mickle testified in support of the bill. She said Blue Cross and Blue had for years heard from sole proprietors and small group employees asking about affordable health plans. The bill, along with the related AHP bills, would allow smaller companies, and especially sole proprietors, to take advantage of the new U.S. Department of Labor AHP final rules and provide affordable health insurance plans that had strong consumer protections and oversight from the state insurance department and from federal government (Attachment 12).

Chairperson Vickrey asked if there were any opponents to the bill.
Jordan Feuerborn provided written testimony in opposition of the bill. She said the bill and the related AHP bills would segment the insurance market, drive up premiums and make it harder for cancer patients and survivors to find health insurance. She added that the Cancer Action Network supported state legislation to require AHPs to follow all coverage requirements and protections in ACA-compliant plans (Attachment 13)
