Natalie Scott gave an overview of HB2045. The Committee had questions and comments.
Executive Director Scott Schultz testified in support of HB2045 on behalf of the Kansas Sentencing Commission. He stated HB2045 is a technical fix request for the 2003 SB123 substance abuse treatment program bill that was passed last year. (Attachment 1)
Stuart Little testified in support of HB2045 on behalf of Behavioral Health Association of Kansas. Little stated his support for the 2003 SB123 treatment program and would support HB2045 to make the correction to legislation passed in 2018. However, as he testified on the bill last year, the State should not add offenders to the 2003 SB123 without funding to serve the expansion. Little explained there is funding in the Governor's budget recommendation to fund the cost of services related to this population increase. With approval of the funding, Little said this bill would expand on the benefits and wise investment in treatment. Little stated he will advocate for increased funding at the appropriate venue.
