Chairman Olson opened the hearing on the bill and called for a Revisor of Statutes review of the bill. Eileen Ma provided the overview.
Proponent Sunee Mickle expressed support for the proposed changes, because they will help to empower the buying power and flexibility of fully insured association health plans (AHPs). (Attachment 7)
Proponent Kristi Brown explained that a majority of her chamber's members are ten or less employees. She emphasized that the currently proposed changes would really help her membership to be more successful. She referenced an industry survey that indicated that these changes will be very helpful in especially the restaurant and construction industries in establishing viable options to provide their employees quality and affordable health care benefits. (Attachment 8)
Proponent Mark Dugan announced support for all seven of the insurance bills currently in the committee. He indicated that amending state statutes to be compliant with new federal rules will help small businesses and sole proprietors to benefit from the advantages currently enjoyed by big business and government entities. He estimated that these changes could save a family more than $10,000 annually.
