Mr. Siebers provided an overview on HB2043 stating the bill would create a periodic review schedule of every four years for certain tax credits, incentives and sales tax exemptions for the Department of Insurance, Department of Commerce, and Kansas Department of Revenue.
According to the fiscal note, the bill would have no fiscal effect the production of the reports could be absorbed with existing resources.
Representative Jim Gartner testified as a proponent to HB2043 stating tax credits and incentives are one of Kansas' economic development tools. He noted the State of Kansas forgoes around $6.0 billion through credits and exemptions (Attachment 1).
