Short Title
Evidence based juvenile programs; lapsing and appropriating $6,000,000 state general fund moneys from department of health and environment--division of health care finance to the department of corrections.

Chairperson McGinn opened the hearing on SB 14. Jennifer Ouellette provided an overview of the bill.
Greg Smith, Juvenile Justice Oversight Committee, spoke in support of the bill. The Juvenile Justice Reform Act that was passed by the 2016 Legislature made several changes to the Juvenile Justice system to improve outcomes for at-risk youths. The program has saved nearly $30 million and $6 million of those savings were moved to the Kansas Department of Health and Environment for juvenile crisis beds. The Juvenile Justice Oversight Committee supports those programs, however, the funds that were transferred are not specified for juvenile offenders. The Committee feels the funds should be transferred back as the juvenile justice reinvestment funds should be used for juvenile offenders as was the intention of the reform legislation. Mr. Smith responded to questions from Committee members. (Attachment 1)
