Mr. Siebers provided an overview on HB2040 stating the bill would validate the election held in Finney County on November 7, 2017, to increase the countywide sales tax by 0.3 percent. The money from the tax would be used by Finney county and Garden City as detailed in the ballot question approved by the voters. The countywide sales tax would sunset after fifteen years.
Lon Pishny, Finney County Commissioner testified as a proponent to HB2040 stating on November 7, 2017, voters in Finney County gave approval for Finney County and the City of Garden City to fund four identified projects with money generated from a 0.3 percent increase in the countywide sales tax for 15 years(Attachment 6). Mr. Pishny stood for questions from the Committee.
In response to a question, Mr. Pishny stated the sales tax for Garden City is 8.95 percent, Holcomb County 8.45 percent, and Finney County 7.95 percent.
Doug Smith testified on behalf of the City of Garden City and County Commission of Finney County as a proponent from HB2040 (Attachment 7). Mr. Smith stood for questions from the Committee.
The Committee discussed the ballot question went to the voters prior to going to the Legislature first.
Dennis Kriesel, Interim Executive Director testified as a proponent for HB2040 stating the Finney County voters have voted and are in favor of the 0.3 percent increase to fund improvements for both Garden City and Finney county. The countywide sales tax would sunset after 15 years. (Attachment 8). Mr. Kriesel stood for questions from the Committee.
