Short Title
Establishing a blueprint for literacy to create a literacy advisory committee, appoint a director of literacy education, require the state board of regents and the state board of education to collaborate on a literacy micro-credential and professional development, authorize the state board of regents to recommend diagnostic and formative literacy assessments, authorize university presidents and deans of education oversight over postsecondary literacy courses and require a plan to establish centers of excellence in reading.

Chair Thomas entertained a motion to suspend the rules and proceed to final action on HB 2839. Representative Schrieber moved and Representative Estes seconded to suspend the rules and move to final action.
There were amendments to the bill. The first amendment was to clarify language in the bill. It was moved by Representative Ruiz and seconded by Representative Estes to accept the amendment.(Attachment 1) The motion passed.
The second amendment was suggested from the Independent Colleges. It was moved by Representative Estes and seconded by Representative Haskins to accept the amendment. (Attachment 2) The motion passed.
The third amendment was suggested from the Kansas Board of Regents. After discussion, Representative Estes submitted and Representative Schmoe seconded a substitute amendment that would change the goal to 90% of Kansas third through eighth graders achieving level 2 or above on the English language arts state assessment by 2033.(Attachment3) Motion passed. Representative McNorton moved and Representative Paschell seconded a conceptual amendment that raised the 50% or more of third through eighth graders achieving level 3 or above and at least to 75%. Motion passed.
Amendment four would make the committee subject to the open records act and open meetings act.(Attachment4) Representative Thomas moved and Representative Schmoe seconded to accept the amendment. The motion passed.
Amendment five is a methodology in teaching (Attachment5)
The vote on the amendment was 9-8 with Representatives Younger, Haskins, Featherston, Stogsdill and Ruiz requesting their "no" votes be recorded.
There was discussion on the amendment. There was a motion to amend by Representative Estes and seconded by Representative Schmoe that the words " Not eliminate but not use as a primary model" after the word utilize. The vote 5 in favor of the motion and 11 against, motion failed.
There was an amendment to add "the legislature" to page 4, line 7. It was moved by Representative Estes and seconded by Representative Parschall. The motion passed.
Another motion was made to add the words "this section shall not be construed to not include the annual state assessment" to page 5 line 26. It was moved by Representative Estes and seconded by Representative Parschall, the motion passed.
Representative Thomas made a conceptual motion to add "locations of the reading centers must be presented and approved on or before July 1, 2025 by the legislature." There was no second.
Representative Haskins moved to table the bill and Representative Rhiley seconded. There was discussion that followed. The Representatives withdrew their motion and second.
Representative Ruiz moved that the committee move HB 2839 out of committee favorably as amended. Representative Estes seconded. The motion passed.
