Abolishing the existing Kansas wildlife and parks commission on January 1, 2025, creating a new Kansas wildlife and parks commission, granting appointment authority for such commission to multiple state officers, authorizing the election of the chairperson thereof and requiring senate confirmation of appointees thereto.

The Chair opened the floor for discussion on SB347. The Revisor provided an overview of the bill.
Chairperson Carpenter stated he has an amendment (Attachment 1). He stated that the term of the Wildlife and Parks Commission will expire at the end of this year. A new commission will be created on January 1, 2025. The Governor will appoint four people to a four-year term and each member shall represent a different fish and wildlife administration region. Of the three remaining members, the Speaker of the House will appoint one, the Senate President will appoint one, and the Attorney General will appoint one from the remaining fifth fish and wildlife administration region. Those three members will have an initial term of two years and thereafter shall be appointed to a term of four years.
Discussion ensued.
Representative Carpenter moved to amend SB347 as stated above, seconded by Representative Buehler. The amendment to SB347 was passed.
The Chair stated they were back on the bill. Discussion ensued.
Representative Kessler moves to recommend SB347, as amended, favorably for passage, seconded by Representative Buehler. A vote was taken, and division was called. A vote was taken by a raising of hands. SB347, as amended, was favorably passed by a vote of twelve ayes to eight nos.
The following representatives asked to have their no votes recorded: Representatives Highberger, Haswood, Miller, Haskins, Hoye, Ruiz, Clayton, and Smith.
