Jason Long, Office of the Revisor of Statutes, gave an overview of the bill.  HB2615 amends several statutes relating to the publishing, printing and distribution of the session laws, statutes, and administrative rules and regulations. (Attachment 3)

After a period of questions for the revisor, the Chairman called for proponent testimony.

Oral Proponent Testimony

Clay Barker, Deputy Secretary of State, Office of the Kansas Secretary of State, spoke as a proponent of the bill.  He stated HB2615 completes the transition away from printed and bound volumes of regulations to an online version, and primarily cleans up older statutes that referenced regulations that no longer exist.  He said it also allows them to reduce their printing costs for the taxpayer, and results in fiscal savings.  (Attachment 4)

Mr. Barker stood for a period of questions from the Committee.

The Chairman noted there was no neutral nor opponent testimony, and closed the hearing on HB2615.
