Short Title
Abolishing the law enforcement training center fund; all liabilities of such fund are transferred to and imposed on the state general fund; moneys previously credited to such fund shall be credited to the state general fund.

Chairperson Billinger opened the hearing on HB 2491. David Wiese, Office of the Revisor of Statutes, provided an overview of the bill. (Attachment 2)
Darin Beck, Kansas Law Enforcement Training Center, testified in support of the bill. The Training Center is currently funded by docket fees and a vehicle registration surcharge and the revenue from these sources is producing 7.4 percent less revenue than when first established. This would provide for a more stable funding source. Mr. Beck responded to questions from a Committee member. (Attachment 3)
Sheriff Jeffrey Easter, Sedgwick County, spoke in favor of the bill. The Law Enforcement Training Center trains all law enforcement across Kansas. The number of tickets are down across the state and the way they are currently funded is vulnerable. (Attachment 4)
