Chairwoman Warren opened the hearing on HB2601.
Jason Thompson provided an overview of the bill and stood for questions. (Attachment 31)
Abraham Pfannenstiel, Kearney and Associates on behalf of Kansas Association of Addiction Professionals, supports this bill. He states that this bill will go far in continuing to make our communities safer and our judicial system less burdened while also advocating for the health and well-being of all Kansans. (Attachment 32)
Stuart Little, on behalf of Behavioral Health Association of Kansas, is in support of HB2601. This bill corrects an oversight or omission from the latest revision to the driving under the influence statute. We are focused on drug and alcohol treatment and prevention, and the omission of these provisions impacts services, and a swift correction is helpful. (Attachment 33)
Drew Adkins, Behavioral Health Services Commissioner, Kansas Department for Aging & Disability Services, provided testimony in support of the bill. This bill makes changes to the current statute including re-instating the Kansas Department for Aging and Disability Services to provide assessment and referral services, through a designated care coordination agency, who qualify for the program. (Attachment 34)
