Chairperson Billinger opened the hearing on SB 524. David Wiese, Office of the Revisor of Statutes, provided an overview of the bill. (Attachment 14)
Senator Elaine Bowers briefly addressed the Committee members about her support for this bill and then introduced the proponent of the bill.
Jeff Thompson, Kansas Bostwick Irrigation District No. 2, testified in support of the bill. The existing irrigation district board member election statute had some problems and this bill would address these issues. They have been using a mail ballot process since 2009 but changes in statute during the 2015 legislative session left inconsistencies. This bill would allow for the most efficient and cost-effective way to hold irrigation district elections. Mr. Thompson responded to questions from Committee members. (Attachment 15)
