Short Title
Reducing the number of appointed board members on certain insurance-related governing boards and the frequency of meetings of the the committee on surety bonds and insurance.

The Chair opened the hearing on SB423.
Assistant Revisor Ma provided an overview of the bill and stood for questions. (Attachment 1) Representative Dodson, in concert with other committee members questioned the viability of a board with only 3 members with respect to quorums; possible violations of the Kansas Open Meeting Act.
Kyle Strathman, Public Affairs Manager, Kansas Department of Insurance (KDI) gave proponent testimony and stood for questions. The bill would reduce the size of four boards that the commissioner appoints the members of, and adds language to allow for the removal of appointed board members for inefficiency, neglect of duty, and malfeasance. The KDI believes this bill will create further efficiencies and cost savings. (Attachment 2)

Representative Proctor motioned to suspend the rules to allow committee discussion and action on SB423, seconded by Representative Howell, motion carried.
Representative Neighbor motioned to amend SB423 to replace reference to statute book with Kansas register, seconded by Representative Underhill, motion carried. (Attachment 3)
Representative Neighbor motioned to pass favorably SB423, as amended, seconded by Representative Haskins, motion carried.
