Revisor Jason Long gave a brief overview of the bill (Attachment 1).
Spencer Duncan, League of Municipalities, testified as a proponent of the bill (Attachment 2). He explained that the bill would result in more timely care for patients in rural communities.
Joseph House, Executive Director Kansas Board of Emergency Medical Services, testified as a proponent of the bill (Attachment 3). He stated that this bill is a good compromise between the parties responsible for introduction of the bill and his Board.
Sean Gatewood, Kansas Emergency Medical Services Association, testified as a proponent of the bill (Attachment 4). He explained that this bill would allow for all parties to safely and effectively determine if there is an avenue in which the staffing shortfalls can be overcome while also keeping patients and providers safe.
Chairman Bergquist asked if anyone else would like to speak as a proponent for the bill. Representative Duane Droge, District 13, spoke as a proponent for the bill. He explained that where there are only two EMT's in a county and you put them both in an ambulance, there is now one left in the county to be an EMT on an ambulance call.

Representative Blex moved, seconded by Representative Underhill that the rule be suspended and SB384 be worked and have final action. Motion carried.
Representative Underhill moved, seconded by Representative Essex to pass favorably SB384. Motion carried.
Final Action: SB162 - Creating the Riley county unincorporated area nuisance abatement act and the Crawford county unincorporated area nuisance abatement act to establish procedures for the removal and abatement of nuisances in the unincorporated areas of such counties and the assessment of the costs for such abatement.
Representative Blex moved, seconded by Representative Miller to pass favorably SB162. Motion carried.
