Chair Baumgardner opened the hearing on HB2703.
Senior Assistant Revisor, Tamera Lawrence, gave an overview of the bill. (Attachment 8)
Leah Fliter, Assistant Executive Director of Advocacy, Kansas Association of School Boards, applaud Representative Estes for requesting this bill and support the legislature specifying that students in Department of Children and Families (DCF) custody should be eligible for at-risk services. However there is grave concern about the future availability of at-risk funding in Kansas public schools, schools that strive mightily to equip our at-risk students with the knowledge and skills they need to overcome difficult circumstances. (Attachment 9)
Proponent written only testimony was submitted by Timothy R. Graham, Director of Government Relations and Legislative Affairs, Kansas National Education Association. (Attachment 10)
