Chairperson opened the hearing for HB2683.

Adam Siebers, Assistant Revisor provided an overview for HB2683 that modifies deadlines for mailing property tax statements to taxpayers and certification of tax levies to the director of property valuation to earlier than current deadlines and provides for the county clerk's use of the previous year's budget when a taxing subdivision fails to timely file its budget. (Attachment 1)  Mr. Siebers stood for questions from Committee members.

Proponents:

Representative Blew, 112th District, testified as a proponent for HB2683 noting the three major changes in the bill that will speed up the process to allow the County Clerks ample time to prepare the budget, mill levy and enough time to turn in each counties tax roll to be submitted to the Director of Property Valuation.  This will also allow taxpayers two extra weeks to prepare for paying their property tax.  (Attachment 2)  Representative Blew stood for questions from Committee members.

Opponents:

Jay Hall, Kansas Association of Counties, testified as an opponent  for HB2683 which would change some of the dates related to the local government budget process.  Moving the transmission of information to the Director of Property Valuation from November 15 to November 1 could result in inaccurate information being transmitted to the director, giving the governor and legislature the wrong information upon which to base their decisions. (Attachment 4)  Mr. Hall stood for questions from Committee members.
