Chairperson Longbine opened the meeting, greeted members, and welcomed conferees and visitors. It was noted that Tamara Lawrence, Sr. Assistant Revisor, Office of Revisor of Statutes (ROS), attended the meeting virtually via Webex. The Chairperson turned the members' attention to today's agenda, and opened the hearing on HB2663.
Eileen Ma, Assistant Revisor, ROS, presented the Revisor's Memorandum brief and stood for questions. There were none. (Attachment 1)
Dave Bloomquist, on behalf of the Kansas Land Title Association (KLTA) appeared in person to give proponent testimony on behalf of KLTA, who requested the bill, which was introduced by Mr. Bloomquist for the purpose of modernizing Kansas law and recognizing the shift towards secure electronic payment methods. (Attachment 2) Mr. Bloomquist answered questions from Senators Warren, Pittman, Fagg, and Kloos.
The Chairperson pointed members to the written-only proponent testimony of:

Brandon Fenton Public Policy Field Director, Kansas Association of Realtors (Attachment 4)
