Carly Humes, Revisor of Statutes, provided an overview of SB433.
Scott Brunner, Deputy Secretary for Hospitals and Facilities, Kansas Department for Aging and Disability Services (KDADS), provided testimony in support of SB433 (Attachment 1). The substance of the bill is simply changing the "and" to "or" which joins three subsections regarding qualifications for and institutional licensed doctor. Reading the three subsections with an "and" instead of the "or" has created issues for our state hospitals in hiring doctors. The connection prevents KDADS from hiring institutional doctors that practice primary care medicine only. Subsections 1 and 2 cannot be read together to allow the state hospitals to hire a new Psychiatrist with less than three years of experience.
Mr. Brunner responded to questions from the committee.
